Abstract: 

Good news and bad news often show up together, at the same time. That is apparently what is in store for family foundations and other charities as Congress debates the various tax changes now being considered. In prior issues we have described two important sets of legislative proposals—the package of oversight proposals and reforms released by the Senate Finance Committee last year in connection with its hearings on various abuses in the nonprofit world, and the venerable CARE Bill, which would bring us the Charitable IRA provision, the charitable deduction for nonitemizers, and other new charitable incentives.
