Abstract: 

Wisconsin Supreme Court issues its ruling in the case of Wisconsin v. Dinkins, 2012 WI 24, affirming a court of appeals decision that overturned the conviction of a homeless sex offender for his failure to comply with registration requirements. Beyond adding to the growing body of case law regarding the registration of homeless sex offenders, the details of the case underscore many of the vital system issues surrounding sex offender housing, case management, and community supervision.
