Abstract:

There is growing awareness of limitations in systems of child and adolescent mental health. Fortunately, along with this awareness, progress to address limitations is being made along a number of fronts, including: • Development of systems of care for youth with more serious emotional and behavioral problems (Cole & Poe, 1993; Day & Roberts, 1991); • Improving advocacy and growing coalitions to improve youth mental health systems (Knitzer, 1982; Osher & Osher, 1996); • Paradigm shifts that are moving the field to focus more on environmental factors and on enhancing youth strengths (Elias & Weissburg, 2000; Weist, 2001); and • The advancement of prevention science and the identification of evidenced-based interventions for youth in natural settings (Botvin, 2000; Hibbs & Jensen, 1996; Jensen, 2002; Rones & Hoagwood, 2000).
