Abstract: 

This is the second of a two part article discussing the recent issues faced by the Texas APS as their program went from being a “benchmark” to being in need of a systemic reform. Part I covered the internal and external stresses upon the program and a “downsizing of the safety net” which contributed to the program’s problems. Part II discusses Governor Rick Perry’s ordered investigation of APS and the reforms which are being implemented, funded by leadership approved expenditures. The reforms plan a heavy emphasis on training, mobile technology, a revised comprehensive risk assessment instrument, and caseload reduction. The angst, upheaval, and rapid pace of change endured by APS and agency staff have not been without their rewards. In November 2004, state leadership approved $12.8 million in expenditures in fiscal year 2005 (September 2004 to August 2005) to begin the immediate implementation of the reform plan.
