Abstract: 

In mid-2012, the advocacy/watchdog group Disability Rights Vermont issued a report that Vermont APS failed to protect 80-year-old “John Doe,” who needed 24-hour care because of frailty caused by dementia, diabetes, and depression. According to the report, Doe’s son lived with him but neglected his father’s needs and financially exploited him for months in 2011. Doe was eventually placed in a nursing home, where he died in October 2011.
