Abstract:

The in-depth investigation by the New York Times, published in July 2014, and the release of the United States attorney’s office report in August shook the city’s attitude toward what has been going on at Rikers. The reports addressed the increase in violence and the suppression of reports of guard-on-inmate violence. They also outlined the severe treatment of the mentally ill who are all too often undiagnosed and untreated. The story has been ongoing, gracing the pages of New York City newspapers on a near-weekly basis.

Keywords: increase in violence; guard-on-inmate violence; severe treatment of the mentally ill; culture of violence against youthful inmates; operating cost; solitary confinement
