Abstract: 

This article summarizes the research literature and the authors’ experiences regarding six common barriers to developing effective treatment programs in correctional settings. While not an exhaustive account of the problems likely to be encountered by new prison programs, these six barriers--identified by consensus of the authors, based on their observations of prison-based programs they have evaluated—are particularly important to consider during program planning and early implementation.
