Abstract: 

This article presents a proposal for rehabilitating drug-involved offenders and helping them move into the American mainstream through an approach that integrates recovery, education, and work. This incentive-based approach has the potential to recruit and maintain ex-offenders in a habilitative process that also benefits both the ex-offender and society, first, by reducing recidivism and relapse; second by transitioning individuals, who have been a costly societal burden, into productive tax-paying employees and contributors to society.
