Abstract: 

Tiffany Ann Rusher, as a detainee and on other occasions, was repeatedly self-destructive and suicidal. Her conduct, known to defendants, clearly indicated that she was openly and obviously at high risk of self-destruction. A suit was filed by her estate after Ms. Rusher committed suicide in Sangaman County Jail after a long period of being confined in protective isolation. The question before the court in Andrews v. County of Sangamon is, did the defendants act unreasonably in placing her in extended solitary confinement, and were they negligent in supervising her in her cell?
