Abstract: 

When we see Sinmyah Amera Ceasar’s sentence in the context of the crimes she committed and compare her case to other defendants who have committed similar terrorism crimes, it is likely to conclude that the 48-month sentence imposed in United States v. Ceasar, 2021 10 F.4th 66 (2nd Cir.), was shockingly low and therefore substantively unreasonable. Ceasar involves a defendant with a tragic background and need for suitable treatment/rehabilitation, but the district court gave too much weight to these rehabilitative factors and simply imposed a sentence that is so substantively unreasonable it shocks the conscience of this court.
