Abstract: 

When a top ranking official is not a participant in the offense—in this case, a beating—but is in charge of those who were, the suit becomes, in effect, one of municipal liability. Plaintiff must directly link the manager’s action or inaction to the beating. Here, the plaintiff attempts to prevail on a claim that a sheriff was deliberately indifferent to the training needed by corrections officers in dealing with inmates who are SMI.
