Abstract:
The authors provide for the first time qualitative and quantitative data that driving while suspended for a first time alcohol violation is prevalent. The researchers indicate that a jurisdiction that has harsh penalties for driving while a license is revoked or suspended has lower rates of unlawful driving. The issue of prompt suspension, which is a cornerstone of the general deterrence model, is brought into question if suspended drunk drivers still drive.Keywords: Operating While Impaired (OWI); BAC; New Jersey; Wisconsin; DWI;
