Abstract:
The Federal Transportation Equity Act for the 21st Century, better known as TEA-21, encourages states to strengthen their penalties for second-time drunk driving offenders by threatening to transfer 1.5% of the state’s funds for highway construction to highway safety programs unless certain specific sanctions are imposed on multiple DUI/ DWI offenders.
