Abstract: 

Much of the criticism of student conduct programs on college and university campuses has come from the student and professional media as well as from external advocacy groups such as Security-on-Campus, Inc. This criticism has often focused upon a perception that college and university students are committing crimes for which they are not being held responsible at all, or that their criminal behavior is being dealt with through campus student conduct systems that coddle the students and fail to hold them accountable for their actions. This article explores whether college discipline develops students or whether it turns them into leaders who do not respect the rules and are not held responsible for their actions.
