Abstract:
The U.S. Congress banned slavery in America 150 years ago when the Thirteenth Amendment became the law of the land except when as punishmentfor a crime. This commentary examines that historical clause as it reflects on a culture of inmates required to participate in work programs that compensate with little more than slave wages.Keywords: penal servitude; Level 1–5 pay scales; Prison Industry Enhancement; low wages
