Abstract:
An 83-page complaint is filed in federal court on behalf of prisoners confined at the East Mississippi Correctional Facility (EMCF), describing the mental health care as fundamentally lacking and charges of endemic brutality, underfeeding, lack of medical care, crippling use of isolation, and fundamentally unsanitary conditions. This private-for-profit prison is designated as the facility to provide intensive treatment to the state’s prisoners suffering with severe psychiatric problems. The GEO Group previously ran the prison but gave way to Utah based Management & Training Corporation(MTC) with health care provided by Health Assurance, LLC., described as having no prior experience in correctional health care. Keywords: Terry Kupers; Dockery v.
