Abstract: 

Authors Lovell and Habkirk identify a vexing problem created in part because of a conflict between local and state government and no clear position taken by the state in the matter. The problem: a large state hospital houses a number of forensic patients who engage in conduct that may merit criminalcharges. The hospital then transfers some of these patients-defendants to the small local jail for “security reasons.” The jail lacks the resources to provide the treatment required and its security and limited (locally financed) treatment resources are compromised. What to do?
