Abstract:
Authors Lovell and Habkirk identify a vexing problem created in part because of a conflict between local and state government and no clear position taken by the state in the matter. The problem: a large state hospital houses a number of forensic patients who engage in conduct that may merit criminalcharges. The hospital then transfers some of these patients-defendants to the small local jail for “security reasons.” The jail lacks the resources to provide the treatment required and its security and limited (locally financed) treatment resources are compromised.
