Abstract: 

This essay examines the premises and promise of San Francisco’s innovative Young Adult Court, based recognition of the evolving science of brain development that now strongly suggests that the developmental aspects of adolescence do not end at 18, or even 21. Impulsivity, risk perception, thrill seeking, and resistance to peer influence continues into the early 20’s.
