Abstract: 

Survey data gathered from GPS EM program directors and managers in 2004 suggest that while GPS programs are expanding rapidly, the number of agencies and states offering GPS-EM as a service remains small in comparison to predecessor electronic monitoring sanctions. Directors from 19 agencies in 16 states comprised the survey respondents.
