Abstract: 

Many correctional agencies view the assessment of offender risk level and the treatment of criminogenic need as integral parts of the risk management continuum. A critical issue for correctional program professionals is therefore understanding how to tailor treatment planning so as to maximize its effectiveness and thereby ensure the successful reintegration of offenders into the community as law-abiding citizens. Once we have assessed risk (the who of treatment) and need (the what of treatment), the next step is to assess responsivity (the how of treatment).
