Abstract: 

This article examines the differences in the effects that community programs and the prison environment have on inmates and advises that community programs make sense if our goal is to assist inmates to transition effectively and efficiently to the community. McHugh reviews the changes in app roaches to offenders that he has seen during his career in corrections and discusses a variety of programs and institutions that make up the correctional apparatus in New Jersey. He comments on the value of public/private partnerships and concludes by noting that New Jersey stands in a unique position to act positively in relation to community corrections. McHugh sees increased support for programming in the community and believes that community-based correctional programs are the cornerstones of effective correctional practice.
