Abstract: 

In spite of a range of UN and local instruments, many inmates and their relatives suffer problems with successful reentry into the community. Although often meager, these resources (human, material, financial, etc.) can allow us, if well used, to implement needed changes. Correctional workers should understand the national and international legal instruments at their disposal to promote the social rehabilitation and reintegration of ex-inmates. Unfortunately, as the UNAFRI study shows, those who should be implementing reentry are deeply emerged in punitive (knife) logic. Voluntary organizations such as the Uganda Discharged Prisoners’ Aid Society (UDPAS), an aftercare organization, have not functioned adequately and have therefore been ineffective. Ex-prisoners will be accepted by the local community if they contributeto the socioeconomic development of the community. Establishing this link is one of the most important aspects of the role of the social worker.
