Abstract: 

The National Committee for Responsive Philanthropy (NCRP) recently asked Congress to consider a six-point plan to restore accountability to the nonprofit sector. The central premise of the plan is simple: Use the private foundation excise tax to fund increased oversight of the nonprofit sector, its original purpose when instituted in the Tax Reform Act of 1969.
