Abstract: 

Charitable Contribution Abuses Targeted in JOBS Bill - On May 11, 2004, by a vote of 92-5, the Senate passed the Jumpstart Our Business Strength (or JOBS) Act (S. 1637). The bill includes several charitable provisions, but these do not include the much-anticipated CARE Bill provisions. Instead, the new proposals are designed to prevent donor abuses relating to several specific types of charitable contributions— namely donations of motor vehicles, including boats and planes, and intellectual property, such as patents and copyrights.
