Abstract: 

In the post-9/11 climate, much emphasis has been placed on assuring that grants from U.S. charities to foreign grantees be used for the intended charitable purposes and not diverted to support terrorist activities. In November, 2002, the Treasury Department released a set of “Voluntary Guidelines” to provide guidance for U.S. charities involved in international grantmaking.
