Abstract:
If you go into a major office building in any state capital, you are likely to find a building directory full of official-sounding entities with titles that suggest some important governmental connection. What, exactly, are all those groups? Are they private organizations or are they part of the state government? A federal court case in Illinois last year shows that the answer isn’t necessarily an easy one.Keywords:
