Abstract: 

Salaries and benefits paid to foundation staffers are attracting increasing scrutiny from lawmakers as reports of highly compensated family members and insiders have been widely circulated in the media. These news stories, and public reviews of charity tax returns that ensued, have spawned proposed legislation that would impose both additional regulation and severe penalties on foundations and their managers for violations. Chief investment officers earned the highest median salary of all staff, earning an amount more than double that of any other staff position, including CEOs.
