Abstract:

On March 13, 2020, President Trump declared that the ongoing Coronavirus Disease 2019 (COVID-19) pandemic is of sufficient severity and magnitude to warrant an emergency declaration for all states, territories, and the District of Columbia. In order to slow the spread of the virus, state and local governments are implementing stay-at-home orders and are mandating the closure of “non-essential” businesses such as restaurants, cultural centers, retail stores, and gyms. Whether from the disease itself, the financial worry caused by reduced economic activity and lost jobs, social isolation, or the pressure on health care workers and others on the front lines of our collective response, millions of people and organizations are suffering. Over the coming months, individuals and organizations will need assistance rebuilding their lives and communities. Family foundations can support the effort by making contributions to organizations and to individuals. Here, we survey some of the most worthwhile opportunities, with pointers on how current law affects the forms grants should take and the types of qualified recipients. Examples include references to statutory provisions, regulations, and recent Private Letter Rulings on point.
