Abstract: 

Many factors influence the effectiveness of correctional programs and services designed to treat youthful offenders—program design and model, staff competency and availability, program leadership and stakeholder support, and the program’s organizational culture. This article examines how such factors play a significant role in determining a program’s ability to implement evidence-based practices that lead to recidivism reduction.
