Abstract:
This paper analyzes the budgetary impact of the COVID-19 pandemic on the state of Texas. The paper begins with a contextualization of Texas finances pre-COVID-19 to assess the state’s level of budgetary preparedness prior to the pandemic. The paper then focuses on COVID-19’s financial impact on both the revenue and expenditure sides of the state’s budget and on the specific budgetary responses the state has deployed to mitigate these fiscal impacts.Keywords: Texas, state budgeting, tax policy, COVID-19 impacts, recession
