Abstract: 

Advocates in the United States are well aware of the devastating rates of domestic and sexual violence that still plague American women. We know that at least one in four American women will be or has been a victim of domestic violence. For women and girls globally, the rates are even more staggering. But last October, under the leadership of Senator Joseph Biden (D-DE), chairman of the Senate Foreign Relations Committee and Senator Richard Lugar (R-IN), the highest ranking Republican on the committee, the United States Congress took the first step in addressing this issue internationally with the introduction of the International Violence Against Women Act (I-VAWA). This article discusses that measure.
