Abstract: 

This article is a first-person account of a neglect case investigated by the author’s office, involving a disabled 22=year old victim and an elderly foster mother arguably incapable of caring for her son. She describes the difficulties involved in this complicated case in determining whether a homicide or other crime had taken place or could be prosecuted. This article deals with the evolution and determination of that case, and the establishment of a neglect panel to facilitate such investigations in the future.
