Abstract: 

This two-part article takes up the recent issues faced by the Texas APS as their program went from being a “benchmark” to being in need of a systemic reform. Internal and external stresses upon the program and a “downsizing of the safety net” have contributed to the program’s problems. The article’s second part will discuss Governor Rick Perry’s ordered investigation of APS and the reforms that are being implemented funded by leadership-approved expenditures. The reforms plan a heavy emphasis on training, mobile technology, a revised comprehensive risk assessment instrument, and caseload reduction.
