Abstract: 

The National Council on Disability released a massive (449-page) report pointing out that there are about 6.1 million children in the United States who have one or both parents with disabilities—and that these children are at risk of being removed from their homes because people with disabilities are often the targets of attempted or completed termination of their parental rights. Removal rates can be as high as 80% if the parent(s) have intellectual or psychiatric disabilities. It is also difficult for people with disabilities (PWDs) to access fertility treatment; they are likely to lose custody in a divorce from a nondisabled spouse; and they are often disfavored as adoptive parents.
