Abstract: 

Since 2008, The Center for Medicare Service’s Nursing Home Compare site has given each nursing home that participates in Medicare or Medicaid a “star” rating. Although CMS recently revised its rating system, California Advocates for Nursing Home Reform (CANHR) and other advocacy groups have given the ratings a failing F in its report card assessing the accuracy, integrity and usefulness of the CMS system. This article also examines a Center for Public Integrity report that used Medicare data to determine that nursing homes serving mostly White clients enjoyed staffing ratios 34% higher than majority Black patient homes and 60% higher than Latino-majority homes.
