Abstract: 

California’s In-Home Supportive Services (IHSS) permits payments to informal caregivers, including family members, for providing home care to relatives who would otherwise be institutionalized. A recent article by Anna Gorman in the Atlantic Magazine details how this well-intentioned idea is now putting the frail and elderly at serious risk of neglect and abuse. The call for reform of California’s system and others like it has been picked up by the NYC Elder Abuse Center and other advocacy groups nationwide, and is now the subject of California state senate hearings.
