Abstract: 

Prior to 1993, Massachusetts had a unique problem. While it had Slate-of-the-art treatment programs for individuals who were identified as Sexually Dangerous Persons and committed on a day-to-life sentence at the Massachusetts Treatment Center for Sexually dangerous Persons (MTC), there was no formal treatment program for the thousands of sex offenders housed in the Department of Corrections. Most of these individuals would be released before the residents of the MTC but they would be ill-prepared to cope with the issues and urges that had landed them in prison in the first place. This article details Massachusetts' effort to move towards more effective supervision for all of their identified sex offenders.
