Abstract: 

Determining that a person is a "sexual predator" who is likely to reoffend is a complex issue that is subject to professional debate. This article explores key concepts in understanding risk assessment procedures and explains the lack of institutional tools available for accurate prediction of recidivism among sex offenders.
