Abstract: 

In May 2009, Minnesota’s legislature approved three major reform measures: a higher education student notification law, a public employment criminal records inquiry law, and an employer liability law. Signed into law by Governor Tim Pawlenty, these measures were part of public safety and education omnibus bills. These reforms take significant steps forward in facilitating the reentry of ex-offenders and bringing more attention to the many barriers faced by people with criminal records. This piece explains these reforms and how they were passed.
