Abstract: 

Minnesota’s “ban the box” law (a second chance initiative) reduces discrimination and provides ex-offenders with a better shot at obtaining jobs. The law does not limit access to the criminal record but saves public employers time and money and gives them a more diverse applicant pool, as well as increasing employment opportunities for otherwise qualified applicants. While the law does not limit private-employer discretion, it does provide private employers with a best-practice model. This article explains the dynamics of this “band the box” law.
