Abstract: 

If there is one area regarding the treatment of inmates with serious mental illness that cries out for training, for wholesale revision of policy and procedure, it is the use of force. A long-term, 57-year-old prisoner diagnosed as schizophrenic with extreme paranoid ideation is allegedly pepper sprayed for hours because in returning his food tray through the narrow slot in the door, it fell (or was even pushed) to the floor apparently enraging nearby officers.
