Abstract: 

A case brought by Blackmon, a mentally ill and diminutive 11 yr old detainee, contends that defendants violated his clearly established rights to be free from harm, free from unreasonable bodily restraint, to be placed in a safe environment and to receive appropriate care and treatment by being repeatedly subjected to extended restraint.
