Abstract: 

Virtually all of the complaint’s allegations are upheld - improper transfer of decedent from Mental Health Services facility to the Jail; failure to provide medical care at the Jail; and failure to transfer decedent from the Jail to the State Hospital - in this claim for deliberate indifference contributing to a pretrial detainee’s death by suicide.
