Abstract: 

This articles examines the issues presented in Snider v. Pennsylvania DOC, __ F. Supp. 3d __ (M.D. Pa. 2020). In this pro se lawsuit, many of Snider’s claims are dismissed but many survive. The opinion has 52 pages of text and 448 footnotes. District Judge Kearney writes with an open sympathy for the way the inmates in Pennsylvania’s DOC are mismanaged by the system: using isolation, excessive force, destruction of religious material, and fabricated evidence. Mr. Snider presented a tsunami of a case revolving around his mental disabilities. This kind of a mentally ill inmate can cause serious problems for staff. A lack of training and a lack of compassion often join forces to make the life of the disturbed inmate impossible and the life of staff unbearable.
