Abstract: 

J.S.X. v. Foxhoven, 361 F.Supp.3d 822 (S.D. Iowa, 2019), the ruling by Judge Stephanie Rose, is a very interesting decision that touches on some of the most nagging issues in juvenile corrections: claims of inadequate mental health care, the use of isolation, and the use of physical restraints. The ruling is on a motion for summary judgment, so Judge Rose does not adjudicate the competing claims, only whether or not there are genuine issues of material fact.
