Abstract:

Pro se plaintiff Brian Farabee, a Virginia inmate, had been involuntarily committed to Marion Correctional Treatment Center (MCTC) after repeated instances of violence and threatenting behavior. After periods of prolonged solitary, he has prepared an extensive case against Virginia authorities alleging inadequate mental health treatment, oppressive conditions of confinement, improper forced medication, and retaliation. Farabee is a very difficult inmate, to be sure, but one in need not of indefinite isolation but “compassionate restrictive housing.”
