Abstract: 

The conditions described as existing in the Brevard Co. (Fla.) jail are as bad as I have seen or read about anywhere in the U.S.A. In Saunders v. Sheriff of Brevard Co., 735 Fed. Appx. 559 (11th Cir. 2018), in a split decision, the panel majority awarded the cloak of qualified immunity to all defendants. Judge Martin filed a stirring dissent and would have allowed plaintiff to go to trial (or settle) on multiple specific claims.
