Abstract: 

Jamycheal Mitchell, diagnosed with mild intellectual disability, bipolar disorder and schizophrenia, allegedly stole $5.00 in snacks from a 7-Eleven. Mitchell was transferred to the Hampton (Va) Roads Regional Jail (HRRJ) for medical and psychiatric care. With a recommendation of transfer to Eastern State Hospital on hold after four months at HRRJ, Mitchell had wasted away physically (nearly cachectic) and died. He was 6’1” and 144 lbs. at death.
