Abstract: 

Norfolk was the first jurisdiction in Virginia to implement an electronic monitoring program. Its original purpose was to help relieve jail overcrowding. After more than a decade of operation, the Office of Community Corrections undertook a study to measure the effect, if any, of Norfolk’s EM program on rates of re-offending. This article summarizes the esults of that study, which confirmed that age and prior record of offense were the most accurate predictors of future criminal behavior, and that it was impossible to isolate the impact of being placed on electronic monitoring from other factors known to increase or decrease the likelihood of recidivism.
