Abstract: 

The Orange County Florida OCCD Community Surveillance Unit undertook a self-evaluation of its practices and concluded that officers were spending more time addressing administrative tasks than officer-to-offender contact. This article explores the solutions the unit developed to restore the proper balance to their EM program, streamlining the processing of offenders for monitoring and re-establishing intensive officer contact with offenders.
